Karnataka Cabinet Expansion: 20 New Ministers Sworn In

Bengaluru, August 3: CM DK Shivakumar's cabinet expansion concluded on August 3 with 20 new ministers taking oath at Lok Bhavan, bringing the total cabinet strength to 33. The ceremony was preceded by dramatic last-minute reshuffling that upended the official list even after AICC had announced it.

The Last-Minute Twist: Mankalu Vaidya Out, SS Mallikarjun In

In a stunning turn, Bhatkal MLA Mankalu Vaidya — whose name appeared in the AICC's published list — was dropped at the eleventh hour. The AICC attributed the inclusion to a "typing mistake", stating Vaidya's name was never actually on the final approved list.

In his place, SS Mallikarjun, MLA from Davanagere North, was added after a direct phone call from CM Shivakumar. Mallikarjun told reporters the CM called him in the morning saying "Come at 4, get ready" — but his name was not in the initial list. The CM then called again saying something had changed and to come for the swearing-in. He denied all prior speculation: "All that talk is false, none of those discussions even took place."

The real reason for the switch: SS Mallikarjun had threatened that he, his wife (a sitting MP), and his son (a sitting MLA) would all resign from their positions if he was excluded. This ultimatum reportedly forced the high command to act.

A visibly angry Mankalu Vaidya visited the CM's residence seeking an explanation but was unable to meet Shivakumar, leaving saying only: "I didn't get to see him. I'll come back another time."

Zameer Ahmed Khan Survives Controversy

Zameer Ahmed Khan (Chamarajapet MLA) secured a cabinet berth despite a politically damaging viral audio clip. He said the audio had cost him a place in the first list and that the party had even asked him to focus on the 2028 elections — but today the party gave him responsibility. He added he had no interest in dwelling on what opponents attempted: "I will fulfil the responsibility given to me by the party."

Prominent Figures Dropped

Several ministers from former CM Siddaramaiah's cabinet were axed, including Dr. HC Mahadevappa, Dr. MC Sudhakar, Dinesh Gundoo Rao, HK Patil, K. Venkatesh, Lakshmi Hebbalkar, Shivananda Patil, Raheem Khan, Timmapura, Mankalu Vaidya, NS Bosaraj, and Sharanabasappa Darshanapura.

Despite earlier promises of 60% new faces, only 11 of 33 ministers are genuinely new entrants; 22 are returning ministers. Despite pressure to include three women, only one woman — MLC Gayatri Shanteagowda — made the list.

Tanveer Seth (MLA, Narasimharaja, Mysuru) was left out again. His supporters staged protests. Seth said he was disappointed and remarked pointedly: "Those who worked against the party have been rewarded."

Profiles of the 20 New Ministers

1. HC Balakrishna (Magadi) — 5-time MLA, currently KRDCL chairman. Started with BJP in 1994, then JDS, joined Congress in 2018.

2. Shivaraj Sangappa Tangadagi (Kanakagiri) — BSc, 3-time MLA. Won as independent in 2008, served as minister in Yediyurappa's government, joined Congress before 2013.

3. Santosh Lad (Kalagatagi) — BCom, 4-time MLA, 2-time minister. Started in JDS in 2003, joined Congress in 2007. Previously Labour Minister.

4. Basavaraj Rayareddy (Yalabarga) — 6-time MLA, former Lok Sabha MP. Served in Janata Dal, joined Congress in the early 2000s. Was Higher Education Minister and CM's Economic Advisor.

5. B. Nagendra (Ballari Rural) — BCom, 4-time MLA. Won as independent in 2008, won with BJP in 2013, joined Congress in 2018. Previously held ST Welfare, Youth Empowerment and Sports portfolios.

6. N. Cheluvarayaswamy (Nagamangala) — 4-time MLA, 1-time MP. Prominent JDS leader who served as Health and Transport Minister; joined Congress and served as Agriculture Minister.

7. Rudrappa Lamani (Haveri SC) — BA LLB, 3-time MLA, lifelong Congress member. Prominent Banjara community leader; current Deputy Speaker. Previously held Textiles and Muzrai portfolios.

8. T. Raghumurthi (Challakere ST) — Engineer who resigned from government service to enter Congress politics. Three consecutive wins (2013, 2018, 2023) earned him the tag "hat-trick hero".

9. Dr. Ajay Singh (Jevargi) — Son of former CM Dharam Singh. Lifelong Congress member, 3-time winner, represents Kalburagi district.

10. Vijayananda Kashappanavar (Hunagund) — Congress leader recognised for social and environmental work; recipient of the Indira Gandhi National Service Award.

11. Gayatri Shanteagowda (MLC) — Former Chikkamagaluru District Panchayat president, twice elected to the Legislative Council. The only woman in the new cabinet.

12. Rizwan Arshad (Shivajinagar) — BCom, started in NSUI (1995-96). Won his first Assembly seat in the December 2019 Shivajinagar by-election. Contested Bengaluru Central Lok Sabha in 2014 and 2019. Represents young urban Bengaluru.

13. S.S. Mallikarjun (Davanagere North) — BCom, 4-time MLA (1996, 1999, 2013, 2023). Son of veteran politician Shamanur Shivashankarappa. Previously minister in SM Krishna and Siddaramaiah governments. Joins cabinet for the fourth time via last-minute entry.

14. P.M. Narendra Swamy (Malavalli) — Entered through Youth Congress. Close to AICC and Rahul Gandhi. Denied a cabinet berth in 2013 and 2023; finally awarded a ministry in this expansion.

16. C. Puttarangshetty (Chamarajanagar) — BA, 4-time MLA (2008, 2013, 2018, 2023). Served as MSIL chairman. Influential OBC leader from South Karnataka.

17. Lakshman Savadi (Athani) — 4-time MLA, 2-time MLC. Former BJP senior who served as Deputy Chief Minister and Transport and Agriculture Minister. Joined Congress before 2023 elections and won by a wide margin.

18. K.S. Basavanthappa (Mayakonda SC) — First-time MLA with a remarkable backstory: both his parents were municipal sanitation workers (pourakarmika) in Gandhingara, Davanagere. Basavanthappa himself worked as a sanitation worker before running cycle stands and bathroom maintenance contracts. With only PUC-level education, he entered local politics as a District Panchayat member, lost the 2018 election narrowly, then won the 2023 Mayakonda (SC reserved) seat by 34,000 votes. His uncle is former minister H. Anjaneya; his brother heads the Municipal Corporation Employees' Union. He lives in a rented home in SS Colony, Davanagere.

19. K.M. Shivalingegowda (Arasikere) — BA, 4-time MLA. Senior JDS figure who joined Congress before 2023. Was serving as Karnataka Housing Board (KHB) chairman.

20. B.Z. Zameer Ahmed Khan (Chamarajapet) — 5-time MLA, senior Congress leader. Previously Minister for Housing, Minority Welfare and Waqf, and in-charge minister for Vijayanagara and Ballari districts. Secured his berth despite a viral audio controversy.

Backdrop

The expansion was finalised amid competing pressures: the Cauvery water dispute, severe floods across Karnataka, and sustained lobbying from MLAs across caste groups and districts. The high command had signalled a 60-40 split between new and returning faces but ultimately tilted toward experienced hands. Portfolio allocation is expected to follow after the oath ceremony.
